Sometimes drivers run away after having an accident at a deserted place. There is neither crowd there, nor is there any danger to their life. But still they prefer to run away from the injured person instead of helping them, so that they don't get into trouble. This inhuman act of theirs even results in the loss of life of the injured. If that driver is later caught in this situation, then I believe that he really deserves the full punishment under this law. Absolutely no concessions should be made to them here.
By the way, the complication is also that the drivers agree to the treatment due to fear of the crowd, and later run away after throwing it on the road. Now it is not necessary that responsible people be present everywhere.
Overall, laws are made for the convenience of the public. Therefore, before passing it is necessary to consider the pros and cons.

अब ये फौरी तौर पर देखने व सुनने पर तो एक अच्छा कानून लग सकता है, परन्तु ऐसा है नहीं। इसमें काफी पेंच फंसे हुए है। मोदी सरकार ने आनन-फानन में कानून तो पास कर दिया, पर उसकी पेंचीदगियों पर गौर नहीं किया।
वैसे तो कोई भी ड्राइवर एक्सीडेंट नहीं करना चाहता। पर यदि ये होता भी है, तो ज्यादातर एक्सीडेंट के समय भीड़ इतनी उग्र हो उठती है, कि वह ड्राइवर को मारने को उतारु हो जाती है। ऐसे में यदि मौके पर ड्राइवर को पुलिस अभिरक्षा न मिलें, तो उनकी जान जाने का भी पूरा खतरा उत्पन्न हो जाता है। इसलिए उसे वहां से भागकर जान बचाने के अलावा कोई चारा नहीं दिखाई देता। पर यह एक अमानवीय कृत्य भी है। परन्तु उस वक्त के हिसाब से समाधान भी कोई नहीं है।
अब रखते है दूसरा पक्ष --
कभी-कभी ड्राइवर सुनसान जगह पर एक्सीडेंट करके भी भाग जाते है। वहां न तो भीड़ होती है, और न ही उनकी जान का खतरा। परन्तु फिर भी वे घायल की सहायता करने की वजाय वहां से भागना ज्यादा पसंद करते है, कि कौन लफड़े में पड़े ? उनके इस अमानवीय कृत्य से घायल की जान तक चली जाती है। यदि इस हालात में वो ड्राइवर बाद में पकड़े जाते है, तो मेरा मानना है कि वह वाकई इस कानून के तहत पूर्ण सजा के हकदार बनते है। यहां उनके साथ कोई रियायत बिल्कुल नहीं बरतनी चाहिए।
वैसे पेचीदगी ये भी है, कि ड्राइवर भीड़ के डर से इलाज के लिए हामी तो भर देते है, और बाद में रास्ते में फेंककर भी भाग जाते है। अब हर जगह जिम्मेदार लोग ही मौजूद हो, यह भी तो जरूरी नहीं।
कुल मिलाकर कानून जनता की सहूलियत के लिए बनाये जाते है। इसलिए पारित करने से पहले पक्ष व विपक्ष का चिंतन करना आवश्यक होता है।
जल्दबाजी में सिर्फ जनता के साथ धोखा व टोपी पहनाई जाती है, और पिछले 10 सालों में मोदी व मोदी सरकार, यह सब करने में महारत हासिल कर चुकी है।
