दुरुपयोग (abuse)

 

Prime Minister Modi had launched the five kg free government ration scheme for the general public at the Corona time, and recently it was further expanded.  The government has increased it, but now instead of using it, misuse has also started openly.

 Now some buyers can be seen shouting in every street, who are buying this government ration goods, especially rice.  Obviously, they might be selling it somewhere else at a profit.

 Not only this, the beneficiaries of government ration goods are also selling it openly and fearlessly.  There are some beneficiaries who are selling this government ration directly at general grocery shops.

 Now the question arises that the government had launched this scheme for 80 crore eligible people and not for the ineligible ones?  In the desire of votes, the government has extended its time period, but is this food grain really being distributed only to those poor people who are actually eligible for it?  Or has this ration now become another source of income for the general public ?

     The buyers coming from street to street to buy ration, and the government ration being sold at the shops, in itself proves that the Modi government is blindly distributing ration to the ineligible people without any investigation, just for the sake of votes.  Even those who do not need government ration, are standing in queues at government ration shops in the greed of “other income”.

 It is fine to provide free ration to the needy, but when it starts being given to the undeserving, then all the rich people of the country will have to pay its burden in the form of taxes.  This is the reason why even after a significant decline in crude oil, the prices of petrol, diesel and gas cylinders remained the same.  Because the burden was on the government to distribute free government ration to 80 crore people?

 Actually, the Modi government should have limited the scheme of five kg food grains after the end of the Corona period.  But even the government could not do this due to greed for votes.

 In view of the present circumstances, should the government now differentiate between "eligible" and "ineligible" recipients of government ration?  Otherwise continuously giving free government ration to 80 crore people will not improve India's image abroad but will only tarnish it.

and because of these ineligible people, Indians will continue to be forced to pay higher prices for petrol and diesel.

प्रधानमंत्री मोदी ने आम जनता के लिए कोरोना टाइम पर पांच किलो मुफ्त सरकारी राशन योजना चलाई थी,  हाल ही में इसे और बढ़ाया गया।   सरकार ने इसे बढ़ा तो दिया,  परन्तु अब इसका उपयोग की जगह दुरुपयोग भी खुलेआम शुरू हो चुका है। 

      अब गली-गली में कुछ खरीददार आवाज लगाते देखे जा सकते है, जो कि इस सरकारी राशन का सामान,  खासकर चावल को खरीद रहे है।  जाहिर है, वो इसे कहीं और मुनाफे में बेच भी रहे होगें।   

     यहीं नहीं,  सरकारी राशन के सामान के लाभार्थी इसे खुले-आम बेधड़क बेच भी रहे है।  कुछ ऐसे भी लाभार्थी है, जो इस सरकारी राशन को सीधे आम परचूनी दुकानों पर बेच रहे है। 

      अब सवाल उठता है, कि सरकार ने यह योजना 80 करोड़ पात्रों के लिए योजना चलाई थी, न कि अपात्रों के लिए  ?   सरकार द्वारा वोटों की चाह में इसकी समयावधि तो बढ़ा दी,  परन्तु क्या यह अनाज सचमुच अब उन गरीबों को ही वितरित किया जा रहा है, जो इसके असल पात्र है ?  या अब यह राशन आम जनता के लिए एक अन्य आय का जरिया भी बन चुकी है ?

खरीदारों का राशन खरीदने गली-गली आना, व दुकानों पर सरकारी राशन बिकना, अपने आप में यह सिद्ध करता है, कि मोदी सरकार द्वारा अपात्रों को राशन आंख मूंदकर बिना किसी जांच-परख के सिर्फ वोटों की चाह में वितरित हो रहा है।  जिन्हें सरकारी राशन की जरूरत भी नहीं है,  वो भी  "अन्य आय"  के लालच में सरकारी राशन की दुकानों की लाइनों में लगे है।  

      मुफ्त राशन जरूरत मंदों को मिलें, यहां तक तो ठीक है, पर यह जब भर-भरकर अपात्रों को दिया जाने लगेगा, तो इसका भार तो देश की तमाम सम्रद्धि जनता को टैक्स के रूप में चुकाना ही पड़ेगा।  यहीं कारण है, कि कच्चे तेल में काफी कमी आने पर भी पैट्रोल-डीजल व गैस सिलेंडर के दाम यथास्थिति बने रहे।  क्योंकि सरकार पर 80 करोड़ लोगों को मुफ्त सरकारी राशन वितरण का भार जो था ?  

      वैसे तो मोदी सरकार को पांच किलो अनाज की स्कीम कोरोना काल खत्म होने के बाद से ही एक सीमित दायरे में कर देनी चाहिए थी।  परन्तु सरकार भी वोटों के लालच में ऐसा नहीं कर पाई। 

       वर्तमान परिस्थितियों को देखते हुए सरकार को अब सरकारी राशन पाने वाले "पात्रों"  व  "अपात्रों"  में भेद करना चाहिए ?  अन्यथा लगातार 80 करोड़ लोगों को मुफ्त सरकारी राशन देने से विदेशों में भारत की छवि अच्छी नहीं होगी, बल्कि धूमिल ही होगी।  

    और भारतीय इन्हीं अपात्र लोगों के कारण,  पैट्रोल-डीजल की ज्यादा कीमत चुकाने के लिए विवश होते रहेंगे।
