It was time for the court, King Manglu was rapidly moving towards the throne located in the new palace with an empty file in his hand, followed by two orderly-like courtiers. Commander-(looking from the corner of his eyes)----May Maharaj's Iqbal be exalted?
Raja Manglu - (throwing the empty file aside) - Okay, okay, the court proceedings should be started.
Commander: Your Majesty, before the court proceedings begin today, do all the courtiers present in the court want to know the secret of your bringing this empty file?
Raja Manglu---Do you know, Commander, that the public has started calling me "illiterate"? Therefore, on the advice of the Home Minister, today I took this empty file from the bedroom itself.
Senapati --- Then Maharaj, he must have given you absolutely correct advice. After all, isn't he the Chanakya of our group?
You are the only person who has done Intermediate after 12th? But Maharaj, the question of the courtiers is still “the status quo”? Why is there an empty file today?

दरबार का समय हो चला था, राजा मंगलू हाथ में खाली फाइल लिए तेजी से नये महल में स्थित सिंहासन की ओर बढ़ रहा था, पीछे-पीछे दो अर्दलीनुमा दरबारी साथ में थे। जैसे ही महाराज मंगलू सिंहासन पर अपने दोनों पैर ऊपर करके बैठा, वैसे ही महाराज के अदब में पूरा महल जयकारों से लगने गूंजने लगा।
सेनापति --(कनखियों से देखते हुए) -----महाराज का इकबाल बुलन्द हो ?
राजा मंगलू--(खाली फाइल एक तरफ फेंकते हुए) --ठीक है, ठीक है, ......दरबार की कार्यवाही शुरू की जाये।
सेनापति --महाराज, आज इससे पहले दरबार की कार्यवाही शुरू हो, दरबार में उपस्थित समस्त दरबारी आपके इस खाली फाइल को लाने का रहस्य जानना चाहते है ?
राजा मंगलू---तुम्हें तो पता है, सेनापति , कि जनता के लोगों ने मुझे "अनपढ़" कहना शुरू कर दिया है ? इसलिए मैं गृहमंत्री की राय से, आज यह खाली फाइल शयनकक्ष से ही लेकर चला था।
सेनापति ---फिर तो महाराज, उन्होंने आपको बिल्कुल सटीक ही राय दी होगी । आखिरकार वों यों ही चाणक्य नहीं हैं हमारी सभा के ?
एकलौते सख्श हैं, जिन्होंने बारहवीं के बाद इंटर भी किया है ? पर महाराज, दरबारियों का सवाल अभी भी "तस का तस" है ? कि आज खाली फाइल क्यों ?
राजा मंगलू---(थोड़ा रुकते हुए) ---सेनापति, फाइल खाली थी, या कागजों से भरी ? यह तुम जानते हो, जनता नहीं ? उसी प्रकार मैं अनपढ़ हूं, या पढ़ा-लिखा ? ये भी यहां उपस्थित दरबारी जानते है, पर जनता नहीं ?
आज "इंडिया" के सारे विपक्षियों ने जब मेरे हाथ में यह फ़ाइल देखी होगी, तो उन्हें मेरे पढ़े-लिखे होने के साथ-साथ मेरी "एटांयर पालिटिकल सांइस" की डिग्री से भी रंज हो रहा होगा ?
सेनापति ---वो कैसे महाराज ?
राजा मंगलू---देखो सेनापति, बंदूक "सैनिक" के हाथ में हो, या किसी "आम-आदमी" के हाथ में ? कहलायेगा तो वह बंदूकधारी ही ? ठीक इसी प्रकार फाइल जिसके हाथ में..............?
.... ..और फिर तुमने एक बात और नोट की ? कांख में दबी फ़ाइल की फोटो भी अच्छी आती है ?
